Phase 1 of the fund analysed more than 750 vehicles and thousands of routes across Scotland. Phase 2 opens the same support to a new group of operators.

Does your fleet qualify?

One application per group. Subsidiaries under common ownership count as a single company. Not sure? The eligibility call settles it in minutes.

  • Based in Scotland. Main registered office or headquarters in Scotland.
  • 100 HGVs or fewer. Vehicles over 7 tonnes, counted across the whole parent group.
  • Under 250 employees. Headcount across the group, not just the operating company.
  • Turnover of £44m or less, or a balance sheet total of £38m or less.
  • UK bank account, approved annual accounts and control of income and expenditure.
  • No Phase 1 support. You haven't had fleet analysis funding from the 2025/26 round.

The 2026/27 round deliberately shifts the administrative burden to the data consultant. The final report goes to you and to Transport Scotland, and may be shared with research and policy partners. Commercially sensitive detail is not shared with competitors, and routes and depot locations are not published.

From first call to finished report

Transport Scotland expects reports roughly 8–12 weeks after the grant offer letter. Every claim must reach them before 12 March 2027, so starting early is the best way to make sure your report lands in time.

What we need from you

Telematics export

12 months if available, 3 months minimum. Whatever your system produces; we handle the format.

Vehicle list

Registration, body type, gross weight, age and planned replacement date.

Depot detail

Site addresses, overnight parking, existing electrical supply and any known grid constraints.

Operating context

Key contracts, shift patterns, seasonal peaks and anything unusual about your routes.

If the data is messy, that's normal. Part of the value of the exercise is finding out what your telematics can and can't tell you about your own operation.

About the scheme

Is it really free for my business?

For eligible operators, yes. Transport Scotland provides up to £15,000 per operator to cover the cost of the fleet analysis report. We submit the application and claim the grant on completion, so the grant pays for the work rather than your business. You commit to nothing until the grant offer letter is signed. The scheme is part of Transport Scotland's HGV Market Readiness Fund (opens in a new tab).

How are the 100 HGVs counted?

Count vehicles over 7 tonnes across your whole group, not just the operating company. Subsidiaries under common ownership count as a single company, and there's one application per group. The same group-level rule applies to headcount and turnover.

We had fleet analysis funding in 2025/26. Can we apply again?

No. The 2026/27 round is for operators who didn't receive fleet analysis support in the 2025/26 round.

Do we have to buy electric vehicles afterwards?

No. The scheme funds analysis and a report. It shows which vehicles could switch and when, what the depot would need, and how it could be financed. What you do with it is your decision.

Who sees our data and the report?

The report goes to you and to Transport Scotland, and may be shared with research and policy partners. Commercially sensitive detail is not shared with competitors, and routes and depot locations are not published.

How long do we have?

Applications close on 15 January 2027, and every claim must reach Transport Scotland before 12 March 2027. Reports take roughly 8–12 weeks from the grant offer letter, so the earlier you start, the safer your timeline.
